RUE "RCSD" as a national numbering agency in Belarus

In accordance with the bilateral Partnership Agreement signed between the Association of National Numbering Agencies (ANNA) and RUE “RCSD”, starting from December 1, 2008 RUE “RCSD” is the only organization acting as the National Numbering Agency (NNA) of Belarus with the authority to allocate international identification codes ISIN (International Securities Identification Numbers - international identification code of the securities) and CFI (Classification of Financial Instruments - classification of financial instruments) and FISN (Financial Instrument Short Name) for securities issues of the Belarusian issuers.

The purpose of ISIN, CFI and FISN allocation is a standardized identification of issuers’ securities within a single system and a uniform classification of financial instruments, which allows access to the international market.

ISIN code is a 12-digit alphanumeric code that does not contain information characterizing financial instrument, but identifies type of securities during transactions and settlement processes. ISIN code is unique for each issue of securities.

CFI code is a 6-digit alpha code reflecting the essential information about securities and other financial instruments (including their type, form of issue, circulation features, maturity date and other relevant characteristics). CFI code is not unique and could be identical in regard to other issues of securities.

FISN code incorporates the issuer short name and the abbreviated characteristics for the financial instrument. It has a maximum length of 35 alphanumeric characters and it is not meant to be machine-readable, but to provide a short format for essential information about a security for human use.

RUE "RCSD" allocates international identification codes on a reimbursable basis upon the request of any interested person, in accordance with the Rules of international ISIN, CFI and FISN codes allocation for securities issues of the Belarusian issuers.
